Two Rivers Metropolitan District

Two Rivers Metropolitan District is a quasi-municipal district located in Eagle County, Colorado. The District is responsible for the operation and maintenance of public infrastructure serving the Two Rivers community, including roads, domestic water, and sanitary sewer systems.

Water and sanitary sewer services are funded through user fees. Property and sales tax revenues support the District’s other public services and general operating costs, including road maintenance, snow removal and plowing, public safety, and other community infrastructure needs.

The Two Rivers community includes two separate homeowner and community associations: the Two Rivers Village Homeowners Association and the Confluence at Two Rivers Community Association. The District and these associations have separate responsibilities within the community.

Two Rivers Village

Two Rivers Village is a 130-acre lakefront community located in Dotsero, Colorado. The community was originally developed to provide entry-level housing opportunities for Eagle County’s workforce.

The property was purchased out of foreclosure in 2009 and later acquired and revitalized by Fortius Capital. As part of the redevelopment, Fortius used modular, system-built homes, allowing for efficient construction and year-round building. Over the following years, more than 150 homes were built and sold as the Two Rivers Village development was revitalized.

Confluence at Two Rivers

Confluence at Two Rivers is the newest residential development within the Two Rivers community.

Developed by Fortius Capital, Confluence includes 46 modular residences across three phases, with a focus on entry-level housing and homeownership opportunities for local residents, essential workers, first-time buyers, and growing families. The development is located along the Eagle River and incorporates shared open spaces, walking paths, and access to the surrounding natural environment.

The Confluence at Two Rivers Community Association is responsible for supporting and maintaining the quality, safety, and overall community experience for its homeowners. The Association provides governing documents, community information, and resident resources through its website.

Planned Unit Development

Two Rivers is located within a Planned Unit Development (PUD) in unincorporated Eagle County. Unlike conventionally zoned subdivisions, which are governed by the standards, restrictions, permitted uses, and other requirements of the applicable county zoning district, a PUD provides greater flexibility to plan and develop property based on its unique characteristics and the overall goals of the development.

A PUD establishes a customized development framework through a PUD Guide, which sets forth applicable standards, restrictions, permitted uses, and other development requirements. This approach allows for a coordinated development plan while providing flexibility that may not be available under conventional zoning.

The Two Rivers PUD Guide establishes the development standards and requirements applicable to the Two Rivers community. Eagle County maintains PUD Guides for planned unit developments throughout unincorporated Eagle County.
